Employers are to be offered subsidies worth £2,275 a time to take on 160,000 youngsters who have been unemployed for more than six months.

The cash will effectively subsidise half of the cost of paying someone the youth minimum wage for six months.

The scheme was welcomed by employers, who have warned that businesses need an incentive to take on British youngsters rather than better-qualified immigrants.

But, in a controversial move, the scheme will be partly funded by a raid on tax credits received by low-income families in work.
